Clay Whitlow - Executive Director

On October 1, 2004, Clay Whitlow became the Executive Director of the Maryland Association or Community Colleges. Although new to Maryland, Clay is in no way new to community colleges.

Prior to joining MACC, Whitlow was president for six years of Evergreen Valley College, an 11,000-student community college in San Jose, California. During his tenure as president, the college’s enrollment increased substantially, despite severe resource limitations.

Whitlow began his professional career as an engineer with Ford Motor Company. After a brief stint with Ford, he entered law school and, upon graduation, began a sixteen year legal career in Denver, Colorado, eventually becoming a partner in one of the largest law firms in the state.

In 1986, the Governor of Colorado appointed Whitlow to the State Board for Community Colleges and Occupational Education. Three years later, Whitlow left the practice of law and joined the Colorado Community College System as Vice President for Educational Services. In this role, he was actively involved in working with the state legislature, particularly on budget matters. He was also State Director of Vocational Education and responsible for over $20 million in state and federal grant funds.

Whitlow holds a B.S. degree in Metallurgical Engineering from Wayne State University and a Doctor of Law degree from Cornell University.
